June 8, 1999 UBCC meeting at our house because Service Center is under reconstruction.

Attending: Maria Cain, Marissa Alegria, both of King County, Bob McCormick, Chuck Eberhart, Kevin Coughlin, Nancy Stafford.

Agenda: Work on statement of purpose to be used in all publicity etc for the UBCC. Create position paper on Olympic Pipeline.
Write letters as suggested by the Holly Hills folks.
UBCC is unanimously against the pipeline as proposed.

Report from Kevin on TNR (Traffic Projects), status and timetables for our area. He made note of several concerns not in the plans and discussed other proposed projects directly affecting the Upper Bear Creek neighborhoods. We added the third (left turn) lane in W/D Rd from Avondale west, to include the length of Cottage Lake Park.

Official status of the UBCC was proposed before the King County Council Unincorporated Areas committee this afternoon, and passed for decision of the entire King County Council next meeting. Attending from UBCC: Geoff Clayton, Chuck Eberhart, Bob McCormick, Kevin Coughlin and Nancy Stafford. Brian Derdowski gave us advice on how to successfully conduct ourselves….as follows: -Remember there are two sides to KC government, Executive and Council. Respect both sides. -Set our own agenda. Avoid having the County take us over with their problems. We serve the Bear Creek community of Unincorporated King Co. -We are an advisory council - inclusive, without decision-making authority. -Choose your own battles, regional vs. local. Build alliances, network with other UAC's as well as community government. -Do not take NO for an answer.

Louise Miller suggested we lobby for a new sound absorbing overlay surface to be used on Avondale from Tolt Trail to W/D Rd and on W/D Rd west to Mary Cash Farm. This surface has been used on Lake Sammamish Parkway to good advantage. Talk to whom?

Maria brought materials about UAC's "Protocols for communication" from Executive and maps of each UAC…in file. Marissa will have incorporation papers sent to us as well as CBGDC (Block Grant) application for senior center. (Low income)
