The Upper Bear Creek Community Council met at the Woodinville Water District Offices on February 23rd 1999. The program included Paulette Norman of King County Traffic Engineering and Al Dams of King County Parks Dept.

Ms Norman reviewed the plans for four major construction jobs in the Cottage Lake area, on both Woodinville/Duvall Road and Avondale Road as follows:

Interim work on the Intersection of Woodinville/Duvall Rd and Avondale scheduled for fall of 1999, The Intersection of Woodinville/Duvall Rd and W. Snoqualmie Valley Rd scheduled for late summer of this year, Widening of Avondale Rd Phase II NE 155th St to Woodinville Duvall Rd scheduled for 2001 Widening of Woodinville/Duvall Rd NE 171st St to Avondale in scoping and EIS study this year.

There was a lively discussion of speeding and traffic problems on Mink and Bear Cr. Roads, NE 155, NE 159th, and the neighborhood of Brookside Country Club at NE 151st. The first line of defense is enforcement by the police, then education within the neighborhoods and erection of speed bumps as a last resort.

Al Dams works in public relations for King County Park Dept. He said that Cottage Lake Park would be open this summer for public use. He was not aware of any portion of the park that would be restricted from access. The swimming pool will open on Memorial Day. We asked about park safety, he said there would not be a return of the park steward and that the park would be opened and closed daily by either an employee of the Park Dept or a police officer. He was asked about programs in the park as well as the Phase III for completion of the park. He will get back to us with answers to these questions. He mentioned "Adopt A Park" opportunities at Cottage Lake Park. Chuck Eberhart requested that there be a fish and game warden at the park on April 24th, opening day of fishing season.

There was another lively discussion about the availability of soccer and ball fields for community youth. King County has a program entitled 101 Ball fields that calls for a total of 20 existing fields to be refurbished or additional fields to be constructed each year for five years. The County is actively seeking space for additional fields.

The Upper Bear Creek Community Council meets at 7:pm the second and fourth Tuesday's of each month, the second Tuesday at the Cottage Lake Service Center, the fourth Tuesday at the Woodinville Water District offices.
