Meeting was called to order by Nancy Stafford who welcomed everyone before turning the meting over to the advocates of a “Quieter Avondale”, Joanna Hamed and Megan DeSantis. Each gave background on the reasons for this effort and were followed by Walter Scott, Advocate for Quiet Pavement who gave a history of the use of Asphalt Rubber by other states. He has provided King County Transportation with many documents from other municipalities using AR.

Rick Brater gave a power point presentation on the King County Roads Dept, a history of Avondale Road, an assessment of the current condition of the road ( rated 51 on a scale of 100 – 40 is the magic number to qualify for an overlay) and the criteria necessary for overlay of a road. The charge for vehicle tabs was reduced in 2003, leaving the WA DOT short of funds. King County roads are now given attention for two reasons, SAFETY AND PRESERVATION. He was unable to give a progress report on the trial pavements put down on 156 th NE where three types of overlay are being used and had no information of any but HMA asphalt overlays in King County.

Public comment and questions followed. Mr Brater was requested to give more information on several areas of concern.

The meeting was adjourned at 9:10, the building put back in “as found” order and vacated by 9:30

Next meeting May 27 th when Dept of Ecology seeks public input on water quality concerns in the Bear, Evans, and Cottage Lake Creeks, co-hosted with Water Tenders and DCHS Director Jackie MaClean will address Social/Community Services.
