Upper Bear Creek UAC Meeting Minutes

Geoff Clayton opened the meeting with some background from the 1992-93 Northshore Community Plan giving predictions of population growth of our area and proposed Park needs of that population. Where the area has received the 100% of the estimated population growth, the recreational need fulfillment is at approximately 5% for our area. A Recreation Co-illation has been meeting for the past 12 months in an effort to address the need for parks and playing fields for the Northshore area, Geoff and Jan have both served on that task force.
Jan Knudson spoke of long list of requests for mitigation funds all along the route of the Brightwater project. Geoff gave a prioritized list of projects for UBCC area; it was elaborated on by the community residents. The difficulty of living in King Co. and trying to be heard by Snohomish Co. was stressed, particularly regarding protection of headwaters found in Snohomish Co that produce the flow of water in King Co. (Bear Creek) Jan was unable to give any mitigation figures to any projects, sighting that negotiations among all the municipalities are incomplete. There are $88 million in mitigation funds. The project of Brightwater is using a portion of those funds; she was questioned on how the line between project needs and mitigation needs is established. A Mitigation Proposal List is expected in June ’05 after the next EIS is published.
The meeting closed at 9:03, next meeting April 26 th, same time and place with an update on the progress of the Catholic Church proposal for a church and school on the Woodinville Riding Club property.
