Upper Bear Creek Community Council July 23, 2002

Officer Wilcox gave handouts on the "No Shooting" areas in our community and read the rules for unincorporated King County. A weapon may be discharged with permission on private property as long as the projectile stays on that same property. Calls reporting gunshots should be made to 911, they will be forwarded to the right officers.

Geoff reported on the CPI meeting 7-18, Kevin didn't make it. Mentioned were:
King County budget cuts mean cuts to basic services in unincorporated areas.
Proposed: DDES inspectors and code enforcement officers are being cut from 8 to 2 for the entire county.
Attention is on Ron Sims, Dave Reichert, Metro, DDES and Roads
Geoff received a message as part of his involvement on a citizen's task force re:
Brightwater. Mr Sims wants a "recommended site" named in the EIS papers, an unusual request.
UBCC hosts the Sept 24th all UAC meeting at the library. More work needed here.

David Gualtieri of King County Dept of Transportation began his presentation with "Transportation 101" a review of terms and classifications assigned to roads in the county, ranging from cul-de sacs to freeways. See handout. He reviewed proposed changes to roads and their classifications in our UBCC area and nearby Redmond. Arterial systems receive 95% of the fifty million dollars spent annually by Transportation Dept. Non-arterial designation is applied to areas where traffic is not welcome. Both road design and construction categories have specifications.
The last Arterial study was made in 1989. Now (2002) material has been collected from cities, urban targets for incorporation and rural areas. Rural areas are looked at first, then urban areas with neighboring cities input. King County has 11 hundred miles of arterial roadways. Traffic evaluations are based on many factors including traffic volume, growth factors, intent of neighboring cities; with system continuity (one road feeding another) as the aim.
The proposed plan can be seen on the Internet. Reactions/comments to the plan will be accepted until August 16, 2002 and can be sent to David Gaultieri, Transportation Planner, Road Services Division. 206 263 4704 e-mail divid.gualtieri@metrokc.gov Proposed Plan next goes to the King County Executive. Mr Gualtieri left some maps and a copy of the proposed plan with us, Geoff has them.
