Upper Bear Creek UAC Meeting Minutes

(difficult to tell), Dave Richards, Gwen Maxfield, Maxine Keesling, Gladys and Luke Lukevich, Don Bowzer, Mark Buscher, Steve Albright, Bob VanderAkker, Pete Schille.

Pete Schille of the Classic Thunder Model Boat Club presented a request to hold races at the King County dock on Cottage Lake. They would begin set up about 10 a.m. The club would cordon off half of the dock, keeping the boats out of the reach of children. The course would encompass about 200 to 300 feet, following the oval shape of the lake. There will be a chase boat for troubleshooting probably a 10-foot Zodiac, small electric motor. Kayaks would be permitted outside of restricted area with no fishing or swimming allowed during the races. Racing would take place from 12 noon until 3:30 p.m. The boats are electric powered, quiet, non-polluting, with a noise that resembles a hair dryer. The general public is welcome. Families find the races of great interest Renton City Parks, King County - Coulon Park, and Bellevue Parks have given Permission in the past for the club to race on their lakes. City of Bothell Parks and Recreation, on Lake Pleasant, has given their permission to the club to race July 1st during the Bothell Freedom Festival. There were few questions and no negative response voiced. A letter of support was sent.

Mark Buscher of King County Solid Waste Management presented the Final 2000 Comprehensive Solid Waste Management Plan for the next twenty years and beyond. Some of the issues discussed included recycling and the new burn restrictions from Puget Sound Clean Air Agency. Recycling is going to be more and more important in the future because of the lack of landfills and the need to export our waste to further and further distant sites. The new burn restrictions will require even more on-site yard recycling. Maxine Keesling voiced her concern for the Hollywood Hills area with the new burn restrictions in effect. She communicated that all the current onsite recycling methods pose problems and significant costs for residents. She asked if there was something that Solid Waste can do to help with this ban. Mark agreed to communicate her concerns to the Puget Sound Clean Air Agency and to try and get someone from the agency to come out and address our group. Other residents of our area are frustrated with the new ban.

Michael Popiwny (KC Dept of Natural Resource) of King County Wastewater Treatment Division presented on the current list of possible sites for the North treatment plant to be built by 2010. He explained why the plant was needed and the process being used to select the best site. The current search area includes both King and Snohomish counties. It is one of the fastest growing areas and it only makes sense to locate the plant in the area it will service. It also cannot be sited outside the urban growth boundary. The current system is reaching capacity and on new one must be online by 2010 in order to meet demand. Pictures of some modern plants illustrating that they can very little negative impact on a community were shown. The Vancouver, Washington plant was an excellent example. Many who pass by actually think it is a county club. A siting criteria and evaluation process has been used to select the current seven site selections:

1. Edmonds Unocal, City of Edmonds. May be future site of Ferry Terminal also.
2. Point Wells, Unincorporated Snohomish County.
3. Gun Range, Unincorporated Snohomish County. Adjacent to Bothell.
4. Gravel Quarry, Unincorporated Snohomish Country/ City of Bothell.
5. Thrashers Corner, City of Bothell.
6. Woodinville, City of Woodinville
7. Route 9, Unincorporated Snohomish County

In October this list will be narrowed down to two to five. By the end of year 2002 a final choice will be made. Public community meetings are now beginning to discuss the advantages and disadvantages of each of these sites. The Woodinville site meeting will be held Tuesday April 24th, 6PM, at Woodinville Highschool..

Nancy mentioned that the council sent a letter of support for the outdoor class at Cottage Lake Elementary to the Woodinville Chamber of Commerce. She briefly recapped the project for those attending who were unfamiliar with the project.
