Upper Bear Creek UAC Meeting Minutes

Nancy Stafford presented received correspondences.
Marissa informed us that she is working on setting up a presentation about the county's Solid Waste Comprehensive Plan for our March 27th public meeting.
Nancy reported on the March 7th meeting with the county on the proposed UAC agreement. Nancy, Peter Lamanna, and Kevin Coughlin attended. Overall, the county was receptive to the concerns and agreeable to the contract changes requested by the UACs. This new agreement though will indeed do away with the Memorandum of Understanding (MOU) process and require us to incorporate first before signing it. Nancy is following up on that. All members resent + Kevin Coughlin will be named as directors on our application.
Nancy informed us that if the King County Park System needs to look into the issue of additional parking and or access into the Bassett Pond Area, the common area of Pheasant Ridge where there is a water retention pond is a possibility. Parks will be copied on these minutes to that effect. Leno Bassett was Nancy's source.
Geoff Clayton passed a letter around addressed to Connie Blumen, Program Manager, Program Development and Land Management, King County Park System about Cottage Lake Park and Daniels Creek Park highlighting some of our current and future development issues and concerns. Council members signed the letter.
Chris Berry and Jeff Varley presented on the Outdoor Classroom Project at Cottage Lake Elementary. The project is intended to address community and school issues such as salmon habitat, butterfly habitat, and use of native (low water use) plant material. The school district has identified about 5000 sq ft that is available for the project. The project currently has strong public support i.e. Woodinville Water District, Cedar Grove, and Woodinville Garden Club. The project is estimated to cost $40k, which includes the value of donations. They presently have $2.5k in cash and need to raise a total of $35k in cash. They are hoping to have a successful fund-raiser this Friday, a silent auction. They will be selling engraved paving bricks for $40 and up as an ongoing fundraiser. Once the project is completed, maintenance of it is expected through the after-school garden club and contributions. They asked the council if we could directly contribute to the project or identify additional resources for support. The council did not make a financial commitment at that point. We did though mention a few organizations that could assist. After Chris and Jeff left, the council discussed how we might be able to help. Marissa did not see a conflict in making a donation even though it would be applied to a school. The school is still a community entity. Geoff thought that it would be best to wait until the end of the year before contributing anything since we could not project upcoming expenses for the year. Nancy did not agree that we needed to wait that long. We could donate up to $2500. There was also concern that if we donated to this project we would open ourselves up to many other solicitations. Nancy suggested we discuss this again at next month's board meeting. She will inquire as to how much it would cost to put our logo on a brick. Chuck thought, and Geoff agreed, that it would be better to donate for specific use or items that would reflect the council's name. Nancy agreed to talk about this with Chris Berry.
Mary Filkins had a question about personal liability. She was concerned about what would happen if we should adversly impact a property owner. Nancy explained that we. are only an advisory council.
