Upper Bear Creek UAC Meeting Minutes

The meeting began by Nancy Stafford introducing Connie Blumen, Program Manager, Program Development and Land Management, King County Park System, who gave a presentation on the public feedback she received regarding Daniels Creek Park and her department's subsequent recommendations. Attendees raised several concerns. Terry Lavender wanted clarification of the current easements on Waterways 2000 purchased properties. Pat Haglin pointed out that the surface area of the parking lot mandated a water separator/catch basin in order to be in compliance with environmental regulations. Connie felt that the project was in compliance since it had passed through DDES. Wendy Walsh pointed out that any sign making should be postponed until the park can be properly named. Maps currently show Daniels Creek running through the property when the actual namesake Daniels family homestead was north of the fire station at Woodinville-Duvall Road and Avondale Roads. This was thought prudent considering the cost of signs today. Roofing the barn so as to avoid any structural damage was also brought up. Some expressed a desire that the barn and shelter roofs match.

Susie Calhorn, from DDES, could not make the meeting so Harry Reinert, Special Projects Manager, and Manuela Winter, Planner III, Code Development, presented on her behalf about the new ESA regulations and how they could be implemented in the Tri-county area. Response from the attendees varied. There was concern that all of these regulations changes would be meaningless without adequate enforcement. There was also comment on the importance of not exceeding the impervious surface threshold of a watershed. Exceeding this threshold will have serious environmental consequences. The watersheds in urban growth areas are open to this problem given the state's GMA which requires them to absorb most of the future growth. Mr. Reinert made it clear that current permitting regulations may not be in compliance with ESA. DDES currently requires permit holders to sign a paper acknowledging this.

Nancy mentioned that she and Geoff attended yesterday's KC Council meeting at Cascadia College, the subject was re-use of waste water in the Sammamish Valley. Next meeting at Norm's House on Cottage Lake March 13, 7:30. All welcome..
