UBCCC meeting July 25, 2000 Woodinville Water Dist Offices

Attending: Chuck Eberhart, Mary Filkins, Peter Lamanna, David McLeod, Glen Bodman, Geoff Clayton, Kevin Ord, Gwenn Maxfield, Nancy Stafford, Marissa Alegria and Dennis Gorley from King County.

Dennis Gorley is a Supervising Engineer in Engineering Services Section of Road Services for King County. He gave a historical background of the road in question, 244th NE. The history went back to 1976 when a Road Improvement District was first mentioned and the county did their exploration of the project. The RID was dissolved in 1986 at the request of a majority of the homeowners in the area who favored an "On-site Road Maintenance Committee. The King County Council acted on this request and there were covenants and restrictions imposed on future development of the roads in this area by the Department of Transportation that are reflected in the permitting process thru DDES each time a permit for building is requested. The "boiler plate" language in the papers DDES requires to be signed (regarding road building, maintenance and responsibility for same) before a permit can be issued is objectionable. The immediate question is how can that language be better suited to this particular project and the larger question is how can the County (DDES) better serve the taxpayer when differences arise.

Marissa will contact Bob Stier in the Civil Division of King County, inviting him to meet with us. She will also make contact with someone in DDES for that same meeting. We hope that will be the Aug 23rd meeting of the Upper Bear Creek Community Council.

In old business, the Newsletter project is need of immediate attention. Geoff Clayton is asking for written contributions, Nancy will have it put it into newsletter form. Notice of the Council elections to be held this fall are required by the bylaws to be made public 90 days before the elections….the newsletter and Woodinville Weekly (letters to editor) seem the most obvious avenues.
