UPPER BEAR CREEK COMMUNITY COUNCIL MAY 23, 2000

Meeting at the Woodinville Water District Offices. Attending: Kevin Brown and Mike Lazano of King County Parks, Mark Epstein of David Evans and Assoc., Kim ….Cottage Lake pool manager, Marissa Algeria, King County, Michael Craig, Chuck Eberhart, Ed Grubbs, Mary Kuehn, Debra Ridling, Terry Lavender, Carol Porter, Bob Wright, Gwenn Maxfield Geoff Clayton Chuck Cushing and Nancy Stafford.

Mike Lazano Project Manager for Cottage Lake Park presented plans for Phase II of the Park development. Kevin Brown and Mark Epstein assisted him. There was a discussion regarding the placement of the tennis court, a stage for the gathering area, spacing of the two picnic shelters yet to be built, and upkeep of the existing park facility. The picnic shelters are to be reserved for use as the portable stage will be. The area that was to have been a stage is now used as a drain field for the septic system, thus no permanent building over it. The one shelter (not two as originally planned) on the east side of the park will be oversized. The stream appears to be a fairly straight waterway, not meandering as planned. The expansion of Woodinville Duvall Road in the next few years will take a significant portion of the park adjacent to the road and curtails what can be done with the remaining north border of the park. A burm is planned to reduce traffic noise, tree planting is not an effective barrier. Fish have been planted in the lake.

Parks is delighted to have community upkeep thru the Adopt a Park program. Carol Porter (lives on the lake) noted that some trees planted by the landscaper have died, others are being strangled by tethers intended to keep young trees upright. The water table in the park is very high and poses many problems.

Q: Will further development on the north side of W/D Rd send still more surface water into the park? Can the Highway Dept redirect that flow?

The pool will open the 27th of May and remain open til Labor Day. Schedules are available at the Water District and Woodinville Library. Pool manager KIM (?) indicated that the council could continue to use Norm's house for meetings thru the summer, just call her ahead. 206-296-2999.

Chuck Cushing gave us a number of statistics regarding the health of Cottage Lake. The stats covered 1993-1999 and were in part from the study King County did in 1994-95. Indications are that the health of the lake is improving slightly. The documented source of well over 50% of the problems is Daniels Creek, flowing into the lake from the NW. Efforts are being made by King County to work Farm Management programs with the stables that adjoin that creek, to keep the stock away from the stream and planting of grasses along the stream border to filter runoff from the paddocks. There are two farms involved. The small creek coming from Bear Creek School is a small contributor. Treatment of the lake itself, alum or aeration is now a questionable solution within ESA guidelines. Chuck urged continued monitoring of Daniel's Creek, education in the community regarding vegetation and waterfowl near waterways and signage in the park telling not to feed the birds and why. A LMD is a possibility if a treatment could be found that would pass ESA standards. Administration costs of a LMD need to be investigated.
