Notes of the Jan 25, 2000 meeting of Upper Bear Creek Community Council

Attending: Nancy Stafford, Gwenn Maxfield, Chuck Eberhart, Geoff Clayton, Peter Lamanna. Nancy Weaver, Marissa Alegria and Jeff Stern from KC.

There were no additions or corrections to the minutes.

Geoff reported that the mailing list he purchased has left out about 10% of the available population in our area. He suggested that each of us canvases our neighborhoods and gets names and addresses to add to the list. We have a list of those who have attended UBCCC meetings to meld into the mailing list as well as the list of those attending the Parks Dept presentation on Cold Creek Natural Area, meeting held on the same night as our meeting on Jan 11th.

Peter has not had time to explore a web site. Marissa reported that the county does not have a web site for the UAC'' as yet so if we want one, hire someone to create it!

Kevin was not at the meeting so there was no report from him.

We agreed again that we needed to get in a Comp Plan reply. Both Geoff and Peter have comments. I passed them the letters from Terry and Christi, suggesting that Terrys letter could serve as a good format for our reply. No one had time to get together for a joint reply. I sent in a letter the next day on behalf of the UBCCC, don't know what Peter and Geoff are doing.

Discussed elections briefly and was urged by Marissa to get the elections publicized ASAP. Sent a letter to the Woodinville Weekly the following day with election information as well as the Feb 29 meeting information. Nancy Weaver told us to add Cynthia Sullivan to our mailing list(?) and to send her agendas before meetings and minutes of meeting afterward. I'll depend on Marissa to forward those to Cynthia.

Jeff Stern gave the presentation of the evening on King County Site Alteration Code. He fielded many questions and took some notes on our responses. He had printed material to hand out (see file). He is open to receiving comments till February 1st. My impression is that DDES needs a public relations team to keep their policies before the public at all times, maybe through real estate offices, maybe in the schools, maybe on the TV. A landowner has so much to learn before making plans to buy, let alone develop property. The codes are too complicated for a crash course; we need to have people aware of them all along…at least that they exist. Add: Clearing/grading code written 1959. Effort to combine all rules and regs that apply to site, all in one place. County is not enforcing regulations and fines are not restrictive enough to force compliance.

Meeting adjourned at 9:00. Next meeting to be on the 8th of February at the Firehouse for housekeeping purposes. The second meeting will be the 29th of Feb at Woodinville Water Dist. Offices. Moved 1 week because of school vacations & members travel plans.
